Liu Xuan, a playboy business tycoon, buys a marine reserve and tries to destroy all of the living things in the water. Many get sick and die, but the surviving merpeople want to kill Liu Xuan for what he’s done. They send Shan, a beautiful mermaid who can disguise her fins by walking on them, to seduce and assassinate him. Several of her attempts to kill Liu Xuan backfire, and as she spends more and more time with him, the two grow fond of each other.
